KLANG, Aug 3 — The Royal Klang City Council (MBDK) has maintained that its stray dog-catching operation, which resulted in the death of a dog named Rocky last week, was carried out in accordance with standard operating procedures (SOPs).
Klang Mayor Datuk Abd Hamid Hussain said the incident occurred after an individual claiming to be the dog’s owner interfered with the operation, causing the animal to become entangled in a capture loop.
He said enforcement officers had successfully captured 12 stray dogs using approved methods, including a catch pole (loop) and net, before the incident occurred while attempting to capture the 13th dog.
“The operation followed the SOP set by the Ministry of Housing and Local Government (KPKT). The dog died after a struggle broke out when an individual attempted to wrest it from enforcement officers,” he told reporters at the Selangor State Legislative Assembly.
Abd Hamid said the individual initially claimed ownership of the dog but later denied it, prompting MBDK to hand the matter over to the police for further investigation. Two MBDK officers involved in the operation have since provided statements to the police.
He added that MBDK receives about 50 complaints involving stray dogs each month, with enforcement operations conducted to safeguard public safety.
Police have confirmed that the case is being investigated under Section 428 of the Penal Code for the offence of mischief by killing or maiming an animal.
