KUALA LUMPUR: E-hailing drivers could see their median net monthly income increase by up to RM227, while p-hailing delivery riders could earn up to RM100 more under a RM160 million package jointly funded by the government and Grab from 2027.
Prime Minister Anwar Ibrahim announced the initiative when tabling Budget 2027 in the Dewan Rakyat, saying the package would include higher minimum income rates, vehicle maintenance and insurance assistance, as well as contributions to the Social Security Organisation (Perkeso).
He said the package would be introduced as the Gig Consultative Council finalises minimum income rates, income calculation formulas and minimum social protection standards, with a decision expected in early 2027.
About 600,000 Malaysians earn a living as e-hailing drivers and p-hailing delivery riders.
Anwar also announced a matching contribution incentive of 35% for Perkeso contributions by e-hailing and p-hailing workers. The rate would increase to 50% if platform companies also contribute towards the workers’ payments.
In addition, more than 200,000 self-employed workers across 17 sectors where Perkeso contributions are not compulsory will receive a 70% matching contribution incentive.
The government will also expand tax relief for Perkeso contributions to cover mandatory payments under the Lindung Kendiri scheme. An additional tax relief of up to RM150 will be provided for voluntary contributions to the 24-Hour Protection and Lindung Kendiri schemes.
Incentives to boost retirement savings
To encourage long-term financial security, the government will offer e-hailing and p-hailing workers matching contributions to the Employees Provident Fund (EPF) of up to RM600 annually, subject to a lifetime limit of RM6,000.
Meanwhile, Bank Simpanan Nasional and Agrobank will provide RM270 million in financing for gig workers looking to start businesses or purchase their first homes.
Anwar also said the government would introduce comprehensive regulations for the p-hailing sector under the Land Public Transport Agency and the Commercial Vehicle Licensing Board.
The measures are aimed at improving gig workers’ earnings, strengthening social protection and expanding their access to financing and retirement savings.
