Government Reaffirms Commitment to National Digital Transformation Through Public Sector Data Policy

PUTRAJAYA, Feb 6, 2026 — The Ministry of Digital today reaffirmed the government’s commitment to driving Malaysia’s national digital transformation, calling for strong strategic collaboration across all ministries and agencies to ensure the successful implementation of the Public Sector Data Digitalisation Policy (PPDSA).

The Ministry said cross-agency integration under the policy is a proactive step to ensure the national digitalisation agenda is implemented holistically and sustainably. The launch of the Public Sector Data Digitalisation Policy and the expansion of the Malaysian Government Central Data Exchange (MyGDX), scheduled for Feb 10, 2026, will be held under the theme “Digital Automation through Technological Advancement” (D.A.T.A.), reflecting the government’s commitment to eliminating bureaucratic pain points and improving the efficiency of public service delivery.

Addressing Data Silos and System Inefficiencies

The Ministry said the PPDSA was specifically designed to address long-standing technical barriers and the lack of uniform guidelines that have hindered conventional public sector operations. Manual work processes and siloed data storage have been identified as key contributors to information inconsistencies across ministries, affecting data integrity and the quality of critical decision-making at the highest levels of government.

By standardising data governance and digital practices, the policy aims to enhance data accuracy, interoperability and evidence-based policymaking across the public sector.

Strengthening National Data Governance and Security

The PPDSA also establishes new standards for data governance to minimise the risk of information breaches. Beyond infrastructure enhancement, the policy places strong emphasis on building public sector digital capabilities through structured digital career pathways to ensure long-term system sustainability.

The shift from manual processes to digital automation is expected to foster a modern, data-driven work culture grounded in reliable and trustworthy information, the Ministry said.

MyGDX and DTSA as National Data Exchange Engines

Despite progress, the public sector continues to face technical challenges that require collective solutions through smart collaboration. To address this, the PPDSA introduces a systematic data-sharing framework based on classification levels, namely Top Secret, Secret, Confidential, Restricted and Open data.

Aligned with the D.A.T.A. theme, information sharing through MyGDX is designed to eliminate the long-standing practice of manual data collection and verification, which has burdened civil servants for years. As of early 2026, MyGDX has recorded encouraging performance, involving 81 agencies — comprising 51 data provider agencies and 23 data consumer agencies — through 49 integrated systems.

The platform has processed more than 32 million API transactions, enabling secure and seamless sharing of critical data from key agencies such as the Public Service Department (JPA), higher education institutions, the Immigration Department of Malaysia (JIM) and the Road Transport Department (JPJ).

For open data, the Public Sector Open Data Portal (DTSA) at www.data.gov.my currently provides 280 high-quality datasets that do not involve personal sensitivities or 3R issues (race, religion and royalty). Since its launch in September 2023, the portal has attracted close to 28 million visitors, reflecting strong public interest in government data transparency.

Direct Benefits to the Public Through the “Once-Only” Principle

The adoption of the D.A.T.A. theme is expected to significantly improve public service delivery, with automated workflows drastically reducing processing times. Under the “Once-Only” principle, Malaysians will no longer be required to repeatedly submit physical documents, as secure and efficient data sharing between agencies will enable seamless verification.

The Ministry said systematic data verification will also ensure more accurate delivery of assistance and subsidies to targeted groups, reducing the risk of exclusion and leakages.

Personal data security remains a top priority, supported by a comprehensive protection framework to build long-term public trust. The successful implementation of the policy is also expected to pave the way for the adoption of Agentic Artificial Intelligence, supported by a digitally competent and skilled civil service.

The Ministry stressed that the transformation goes beyond automation, describing it as an effort to build a more inclusive, citizen-centric public service. Through the D.A.T.A. initiative, the government aims to remove bureaucratic barriers and create a smarter, more responsive and transparent administration, while fostering a trusted, secure and inclusive digital ecosystem for all Malaysians.
