Government to Expedite Remaining 25 Per Cent of Tabung Haji RCI Recommendations

KUALA LUMPUR 30 JULAI 2026 — The government will accelerate the implementation of the remaining 25 per cent of recommendations made by the Royal Commission of Inquiry (RCI) into Lembaga Tabung Haji (TH), taking into account current realities, practical considerations and sound governance.

Minister in the Prime Minister’s Department (Religious Affairs) Datuk Zulkifli Hasan said the government remains open to reforms and views the RCI’s recommendations as an opportunity to further strengthen the institution.

“There is still much that needs to be done to ensure this institution continues to grow from strength to strength,” he told reporters after officiating the Islamic Finance Muamalat Discourse (MMKI) here on Friday.

Zulkifli said 75 per cent of the RCI’s 25 recommendations have already been implemented, placing Tabung Haji on a stronger footing in managing deposits and haj operations.

He noted that these improvements contributed to TH receiving the Diamond Award for the world’s best haj management during the 1447H/2026M haj season.

Commenting on proposals to restructure Tabung Haji’s governance, Zulkifli said the government is open to considering recommendations, including placing the management of finance, funds and investments under the Finance Minister.

He said the proposal to limit the Religious Affairs Minister’s responsibilities to haj management was among the recommendations contained in the RCI report on Tabung Haji, which was published on Thursday.

On Thursday, the Department of Islamic Development Malaysia (JAKIM) released the 211-page RCI report into Tabung Haji’s management and operations covering the period from 2014 to 2020. The report includes a series of recommendations aimed at strengthening the institution’s governance and operational framework.

On the Islamic Finance Muamalat Discourse, Zulkifli said the forum plays an important role in helping Malaysia maintain its position as a global leader in the Islamic Economy Index.

He said the platform brings together financial experts, academics and industry practitioners to discuss current issues, examine global developments and chart the future direction of the country’s Islamic finance sector.

The forum, spearheaded by Co-opbank Pertama (CBP), also serves as a reference platform for banking institutions and Islamic finance industry players.

“The discourse addresses current issues and evolving global developments. The insights and recommendations from experts will provide valuable data and perspectives to banking institutions and Islamic finance players, enabling them to develop better products, financial instruments and solutions that benefit the public,” he said.
