Selangor’s 100-Day Approval Policy Cuts Land Development Approval Period from 270 Days

KUALA LUMPUR: Selangor’s 100-Day Approval Policy has reduced the target timeframe for land development approvals from as long as 270 days to 100 days, helping to streamline administrative processes and provide greater certainty for investors.

Selangor Land and Mines Office (PTG) deputy director (management) Mohd Norshahnaz Md Zahir said the policy, introduced in 2020, allows land administration procedures and planning permission applications to be processed simultaneously rather than sequentially.

Previously, developers had to obtain planning permission from local authorities before proceeding with land-related matters, a process that could take more than a year.

“Under the new policy, local authorities and land administration offices can process approvals concurrently within 100 days, compared with the previous process, which could take up to 270 days,” he said on Astro AWANI’s Investment Insider programme on Monday.

The policy was implemented through Selangor PTG Circular No. 1 of 2020, which introduced a premium deposit mechanism to accelerate land development procedures.

Under the official guidelines, applicants must submit their applications to PTG within 10 working days after lodging their planning permission applications with the local authority’s One Stop Centre (OSC).

The Valuation and Property Services Department (JPPH) is given 14 days to submit an initial land valuation to PTG to determine the required premium deposit.

Once the deposit is paid, developers can proceed with building plan and infrastructure plan applications without waiting for all land-related matters to be fully completed.

Meanwhile, Sepang Municipal Council president Dr Ani Ahmad said efficient development approvals also depend on close coordination between local authorities and technical agencies.

She said local authorities serve as the main coordinators, obtaining assessments and recommendations from relevant departments to ensure proposed developments are suitable, viable and supported by adequate infrastructure and public amenities.

These agencies include the Public Works Department, Department of Irrigation and Drainage, Tenaga Nasional Bhd, Air Selangor and Indah Water Konsortium, depending on the project’s requirements.

Selangor’s efforts to accelerate approvals have also been strengthened through the SPEED Selangor initiative, launched in 2025. It aims to shorten development approval and business licensing periods from three months to a maximum of 30 days for strategic, high-impact industrial and commercial projects.

According to the Selangor Budget 2026 document, the initiative also seeks to standardise approval procedures across all 12 local authorities in the state, improving transparency, consistency and certainty for investors while maintaining planning and technical requirements.

The measures reflect the state government’s broader efforts to strengthen Selangor’s investment environment through administrative improvements and better coordination among agencies.
