Applications for changes to the 2040 PTKL designation are open – DBKL

KUALA LUMPUR, JUNE 15 -- Kuala Lumpur City Hall (DBKL) is opening an opportunity for registered landowners, developers and the public to submit applications for changes to the stipulations in the Kuala Lumpur Local Plan 2040 (PTKL2040) which is now in effect as the main reference document for development. Kuala Lumpur Mayor, Datuk Seri Fadlun Mak Ujud said that parties wishing to do so must submit a Letter of Intent to the City Planning Department (JPRB), DBKL before 5pm, July 10. He said the letter must contain justification for the proposed changes, a clear location plan or site plan and the latest land title documents for the site referred to. "The implementation of changes to gazetted local plans is a dynamic step taking into account the need for current policy coordination as well as international economic challenges in the context of ongoing urban development and planning. "This determination also aims to focus on a comprehensive planning mechanism to enable the review of land use zones, development intensity and development control parameters to be implemented systematically as provided for under the Federal Territories (Planning) Act 1982 [Act 267]," he said in a statement today. Fadlun said that PTKL2040, gazetted on May 28, 2025 and coming into effect on June 11, is a statutory document that translates the strategic direction of the Kuala Lumpur Structure Plan 2040 (PSKL2040) into urban spatial planning. He said that changes to local plans are subject to Section 17(1) of Act 267 which allows the Mayor at any time to propose amendments, revisions, repeals or replacements of all or part of a gazetted local plan. He said that the applicants involved will be informed of the need to appoint a Registered Town Planner to prepare a Local Plan Change Proposal Report (LCPPT) according to the scope of the application submitted. He said that the Kuala Lumpur Local Plan Proposed Change Report Manual can be accessed through the Kuala Lumpur Development Plan portal starting today. Meanwhile, Fadlun said, DBKL has also introduced new Kuala Lumpur Redevelopment Implementation Incentive Guidelines to replace and improve existing regulations regarding urban redevelopment incentives. The guidelines, he said, were developed as a result of a review of the Kuala Lumpur Redevelopment Implementation Guide 2021 and the Guidelines for the Breakdown of Redevelopment Incentives in the Federal Territory of Kuala Lumpur 2023. "These improvements are being implemented in line with current development trends and urban planning policies in Kuala Lumpur to ensure that the implementation of redevelopment can be carried out in a more orderly, clear and comprehensive manner and is easily understood by all stakeholders," he said. He said the new guidelines will be adopted and come into effect from today and can be accessed via DBKL's official website , www.dbkl.gov.my. -- BERNAMA

MADANI Government Expands Support for Small Businesses Facing Rising Costs

PUTRAJAYA, 13 May — Prime Minister Anwar Ibrahim yesterday chaired the National Economic Action Council (MTEN) meeting, which focused on strengthening Malaysia’s preparedness and economic resilience in facing the ongoing global supply crisis and rising cost of living. During the meeting, several strategic proposals and initiatives were discussed, including measures to reduce rental rates for business premises under the supervision of local authorities (PBTs) nationwide. Anwar stressed that more local authorities should emulate the efforts already implemented by Kuala Lumpur City Hall (DBKL) and MARA in lowering rental rates for traders and premise occupants, particularly to ease the burden faced by hawkers and small business operators affected by increasing operating costs. “The MADANI Government has begun implementing rental reductions through DBKL and MARA. This compassionate approach should serve as an example for other local authorities across the country in safeguarding the welfare of the people and ensuring the continuity of small businesses amid increasingly challenging global economic conditions,” he said. The Prime Minister added that the meeting also reviewed several strategic measures aimed at addressing global economic uncertainty, including the development of a Global Supply Crisis Monitoring Dashboard and proposed policy improvements related to supply management and price control. Taking into account the impact of the global crisis on the prices of daily necessities, Anwar instructed all ministries to restructure and strengthen existing initiatives, assistance, and intervention efforts to ensure aid reaches targeted groups effectively, especially the poor and vulnerable communities. He reiterated that MTEN will continue prioritising efforts to guarantee supply continuity and protect the rakyat, particularly vulnerable groups and small traders, from the effects of global economic shocks. “The government remains committed to ensuring no one is left behind as we navigate these global economic challenges together,” he said. -- MINUTESMY -- SOURCE: FB ANWAR IBRAHIM

KL flood reservoir capacity is now only 30 percent – Hannah

KUALA LUMPUR: The capacity of the flood reservoir in the capital is currently estimated to be only around 30 percent compared to its original size following the shrinkage of the area of the reservoir in Jinjang and Batu due to development on 17 lots of land. Minister in the Prime Minister's Department (Federal Territories) Hannah Yeoh said her party was taking a serious view of the situation involving 70 percent of the 17 land lots in question, which had been given ownership rights to developers since 2015 for development purposes, resulting in a reduction in the capacity of the water body compared to the original area of 114.5 hectares. "Now there are only 34.35 hectares of water bodies left after the ownership was given. So our concern is that if everyone builds (developments), the capacity of the water bodies will decrease," he said at a press conference at the Kuala Lumpur City Hall (DBKL) Tower here today. Also present were Kuala Lumpur Mayor Datuk Seri Fadlun Mak Ujud and Federal Territories Department Director-General Datuk Muhammad Azmi Mohd Zain. Hannah said that based on the technical assessment of the Kuala Lumpur Federal Territory Irrigation and Drainage Department (JPS), the situation also affected the original function of the flood reservoir and made maintenance work and machinery access difficult, as well as increasing the risk of flash floods in existing development areas. In this regard, he said DBKL would not approve the granting of planning permission (KM) for any development application on the flood reservoir area until the development conditions set by the DID to ensure the original function of the pond and maintenance access could be maintained. "We cannot continue to allow development on flood reservoirs," he said. Meanwhile, Hannah said the Federal Territories Department has created a special task force chaired by its Director General which involves the coordination and cooperation of all agencies involved in flood mitigation actions in Kuala Lumpur, including the Selangor DID. He said this approach was important to ensure that the capacity of the flood reservoirs in the capital was not further affected, besides ensuring the safety of residents and the sustainability of the city's drainage system.

10,000 DBKL traders receive 50 percent site rent discount until 2027 – Hannah

PUTRAJAYA: A total of 10,000 traders under the supervision of Kuala Lumpur City Hall (DBKL) have received a 50 percent reduction in site rental rates for two years, said Minister in the Prime Minister's Department (Federal Territories) Hannah Yeoh. He said DBKL and Labuan Corporation were among the earliest local authorities (LAUs) to announce initiatives aimed at easing the burden of the cost of living for traders, especially following the increase in oil prices. "We have a long list for (recipients under) DBKL, which is 10,000 at all sites, including food courts and markets," he said after officiating the Putrajaya Aktif Programme here today. The reduction in rental rates for hawker sites and certain premises under the supervision of DBKL is effective from April 1 to December 31, 2027. Hannah said Putrajaya Corporation is currently still examining the best approach before implementing similar measures, including evaluating additional forms of assistance other than rental discounts. He, however, said that for now the government is prioritizing reducing rental rates over other forms of subsidies, taking into account financial constraints and the need to generate alternative revenue. "When we reduce rent, we need to find other sources of revenue because we are also facing increased operating costs including rising oil prices," he said. Hannah, when commenting on today's program, said the government had also launched free sports classes involving sepak takraw and rope jumping in Putrajaya as a specific measure to address obesity among children. He said the program was chosen because it was low cost and easy for children to practice at home. "This class is held twice a month, on the second and fourth week, involving 50 participants per session at four locations around Putrajaya and is held throughout the year," he said. Hannah said the initiative was implemented together with the Ministry of Health, with a focus on providing programmes and fostering an interest in sports, while the nutrition and health aspects were monitored by the ministry. He said the government also plans to obtain data on obese children in Putrajaya through collaboration with the Ministry of Education to expand the program's reach to target groups before expanding it to other areas including Kuala Lumpur.

No Licences For Photo Touts In Capital Over Safety Concerns – Hannah Yeoh

PUTRAJAYA, April 6 -- The government will not issue permits or special licences to individuals offering unofficial photography services, or photo touts, in popular tourist areas of the capital due to safety concerns, said Minister in the Prime Minister’s Department (Federal Territories) Hannah Yeoh. She added that site inspections with management and security authorities revealed these locations to be high-risk for such activities. “The main concern is safety. These locations are simply not safe for taking photos, so we cannot consider issuing licences. It’s not just about the welfare of photo touts or tourism. “At the KLCC junction, for instance, a car could hit someone at any time. It's a safety issue,” she said after attending the Putrajaya International Language Initiative for Youth and Special Community Mobility Assistance programme today. Hannah added that two inspections were conducted at the KLCC area with Kuala Lumpur Mayor Datuk Fadlun Mak Ujud, Kuala Lumpur City Hall (DBKL), and security personnel. “DBKL has installed additional CCTV cameras at the junction, and during our site visit, we observed a noticeable drop in photo tout activity. The police are also conducting ongoing joint operations with DBKL,” she said. Public announcement systems in multiple languages have been set up, broadcasting every 10 minutes to remind tourists not to use the services of photo touts. Hannah added that checks on detained photo touts revealed some were foreigners using false identities. “This is not just a matter of operating without a licence; some are using fake identities, meaning they are not citizens. For this reason, issuing licences cannot be considered at this time,” she said. Media reports previously noted that photo touts had been warned to cease operations in the capital, particularly around popular tourist areas, due to various issues they posed. -- BERNAMA
