KUALA LUMPUR, JUNE 15 -- Kuala Lumpur City Hall (DBKL) is opening an opportunity for registered landowners, developers and the public to submit applications for changes to the stipulations in the Kuala Lumpur Local Plan 2040 (PTKL2040) which is now in effect as the main reference document for development. Kuala Lumpur Mayor, Datuk Seri Fadlun Mak Ujud said that parties wishing to do so must submit a Letter of Intent to the City Planning Department (JPRB), DBKL before 5pm, July 10. He said the letter must contain justification for the proposed changes, a clear location plan or site plan and the latest land title documents for the site referred to. "The implementation of changes to gazetted local plans is a dynamic step taking into account the need for current policy coordination as well as international economic challenges in the context of ongoing urban development and planning. "This determination also aims to focus on a comprehensive planning mechanism to enable the review of land use zones, development intensity and development control parameters to be implemented systematically as provided for under the Federal Territories (Planning) Act 1982 [Act 267]," he said in a statement today. Fadlun said that PTKL2040, gazetted on May 28, 2025 and coming into effect on June 11, is a statutory document that translates the strategic direction of the Kuala Lumpur Structure Plan 2040 (PSKL2040) into urban spatial planning. He said that changes to local plans are subject to Section 17(1) of Act 267 which allows the Mayor at any time to propose amendments, revisions, repeals or replacements of all or part of a gazetted local plan. He said that the applicants involved will be informed of the need to appoint a Registered Town Planner to prepare a Local Plan Change Proposal Report (LCPPT) according to the scope of the application submitted. He said that the Kuala Lumpur Local Plan Proposed Change Report Manual can be accessed through the Kuala Lumpur Development Plan portal starting today. Meanwhile, Fadlun said, DBKL has also introduced new Kuala Lumpur Redevelopment Implementation Incentive Guidelines to replace and improve existing regulations regarding urban redevelopment incentives. The guidelines, he said, were developed as a result of a review of the Kuala Lumpur Redevelopment Implementation Guide 2021 and the Guidelines for the Breakdown of Redevelopment Incentives in the Federal Territory of Kuala Lumpur 2023. "These improvements are being implemented in line with current development trends and urban planning policies in Kuala Lumpur to ensure that the implementation of redevelopment can be carried out in a more orderly, clear and comprehensive manner and is easily understood by all stakeholders," he said.
