MCMC ENHANCES CUSTOMER PROTECTION THROUGH REVISED QUALITY OF SERVICE STANDARDS FOR CONTENT APPLICATIONS SERVICES

CYBERJAYA, 7 May 2026 – The Malaysian Communications and Multimedia Commission (MCMC) today announced the issuance of the Commission Determination on the Mandatory Standards for Quality of Service (Content Applications Services), which sets clear requirements for Content Applications Service Providers (CASPs) to improve service reliability, strengthen accountability and ensure better handling of customer complaints.​This applies to all CASPs delivering television and radio content nationwide, including Free-To-Air television, subscription-based television and terrestrial radio stations, with a total of 34 active CASPs currently in operation affected by these revised standards.​The revised standards go beyond just ensuring services are up and running, placing stronger focus on how well services actually perform for consumers, including faster complaint resolution and more consistent service quality. CASPs are held to higher accountability, particularly in areas such as service availability, performance monitoring and the timely resolution of service issues.​A key feature of the strengthened regulatory framework is its broader applicability – covering both subscription-based and non-subscription-based content applications services. The revised standards also introduce more robust reporting and governance requirements, clearer quality of service standards and stronger complaint resolution obligations.​The revised standards enhance areas identified for improvement in the previous framework, including strengthening complaint resolution timelines by extending them to cover non-billing complaints with clearer and more comprehensive requirements. They also place greater emphasis on overall service experience and responsiveness, as well as introducing more robust requirements for record retention and performance transparency.​These enhancements are intended to ensure that customer complaints are managed more effectively, service disruptions are addressed more promptly and issues are reasonably resolved and accepted by consumers.​Compliance with these standards will be monitored by MCMC, with CASPs required to submit periodic Quality of Service (QoS) performance reports and maintain auditable records for at least two (2) years. MCMC Investigates 42 Cases Of Fake News On Energy Crisis – Fahmi

PUTRAJAYA, April 8 (Bernama) -- The Malaysian Communications and Multimedia Commission (MCMC) has opened 42 investigation papers into the spread of false information related to the global energy crisis and the West Asia conflict circulating on social media and digital platforms as of 3 pm today. Communications Minister Datuk Fahmi Fadzil said of the total, 31 pieces of content involved false reports on fuel costs, while 22 individuals from various locations nationwide have been called in to have their statements recorded to assist investigations. MCMC has also submitted 355 requests to remove false content from various social media platforms, with 154 items already taken down by platform providers, while the remainder are still under review, he added. “I urge all Malaysians to remain vigilant when encountering information, especially on social media, particularly those related to the global energy crisis. “In a time when the world is facing current challenges, there are parties who take advantage by spreading unverified information solely to gain attention and influence,” he said at a briefing on the global energy crisis during his weekly press conference here today.

MCMC and Securities Commission Strengthen Collaboration to Combat Online Scams

Kuala Lumpur, Malaysia — YB Fahmi Fadzil witnessed the signing of a Memorandum of Understanding (MoU) between the Malaysian Communications and Multimedia Commission and the Securities Commission Malaysia to enhance joint efforts in tackling online fraud and illegal investment schemes. The MoU was signed by MCMC Chairman Mohamad Salim Fateh Din and SC Chairman Mohammad Faiz Azmi, and witnessed by Fahmi alongside Deputy Finance Minister Liew Chin Tong. YB Fahmi said the collaboration marks a significant step in strengthening enforcement capabilities through closer intelligence sharing and the use of advanced technologies, including artificial intelligence (AI), to more effectively detect and remove fraudulent content online. He noted that between 2024 and 2025, the Securities Commission, with the support of MCMC, successfully blocked 328 websites, 388 Telegram accounts, and 60 phone numbers linked to scams. “This joint effort reflects our commitment to act swiftly and decisively against increasingly sophisticated scam tactics that threaten public trust and financial security,” he said. The initiative will also be reinforced through the expanded role of the National Scam Response Centre, alongside intensified public awareness programmes aimed at educating Malaysians on identifying and avoiding online fraud. Fahmi added that the government remains dedicated to safeguarding the digital ecosystem and ensuring stronger protection for the public against financial scams.

Trust In Traditional Media Remains High Amid Changing Digital Landscape – Fahmi

KUALA LUMPUR, March 30 (Bernama) -- The level of public trust in traditional media, such as television, radio and newspapers, remains high despite most of them obtaining initial information via social media applications, according to a study by the Malaysian Communications and Multimedia Commission (MCMC). Communications Minister Datuk Fahmi Fadzil said the study found that 87 to 90 per cent of Malaysians aged between 18 and 35 obtained initial information on certain issues via platforms such as WhatsApp, TikTok and Facebook. "But the level of trust in information from these platforms is low, at around 40 to 50 per cent only. Unlike television, radio and newspapers - although they rarely read - but when they come across, listen to and watch something, the level of trust is very high,” he said. He said this as a guest on Radio Televisyen Malaysia's (RTM) Bicara Naratif programme titled “Penyiaran Era Digital: Kewibawan Media Dalam Landskap Baharu” (Broadcasting in the Digital Era: Media Credibility in a New Landscape) tonight. According to Fahmi, the findings reflect a paradox in the current media landscape, where people can easily access information via smartphones, yet at the same time have greater trust in content from mainstream media. As such, Fahmi said the media in Malaysia now face increasingly complex challenges in adapting to changes in the news cycle, particularly in an era of rapid information dissemination. "Previously, people would wait for specific times, such as the 8 pm prime time news bulletin, to get updates. Now, there are news flashes, and information can be delivered instantly at any time,” he said. According to him, the viral content phenomenon has also piled pressure on media organisations to strike a balance between speed and accuracy. "This concept of 'viral’ content is one of the most feared by the media. If the viral content is positive, it's not a problem. But if it isn't, it can have a harmful effect on society,” he said. In that context, Fahmi emphasised that adherence to journalistic ethics is the main factor distinguishing media organisations from content produced by the public. "In a situation of information overload and the emergence of technologies such as artificial intelligence (AI), journalistic ethics must continue to be the core to ensuring that the information delivered is authentic and trustworthy,” he said. Elaborating, he said society is still in the early stages of exploring AI technology, but expects a shift back towards more authentic and human-centric content in the future. Meanwhile, Broadcasting director-general Ashwad Ismail said that in an algorithm-driven media landscape, media organisations must refine their strategies by producing more specialised or niche content tailored to audience interests. He also stressed the need to regulate AI use to prevent its misuse. "In an era of increasingly advanced technology, people need to continue to be empowered, because whether technology is good or bad depends of those who use it,” he said.

MCMC Urges Immediate iOS Update Amid Security Risks

KUALA LUMPUR, March 19 (Bernama) -- The Malaysian Communications and Multimedia Commission (MCMC) has urged Apple users to immediately update their iOS devices following the discovery of multiple security vulnerabilities. In a statement today, MCMC said Apple had released an important security update addressing vulnerabilities, including an exploit chain known as “DarkSword” affecting iOS devices, particularly Apple iPhones. It said the vulnerabilities could be exploited together to compromise affected devices, potentially allowing unauthorised access and other malicious activities. “Users are therefore advised to update their devices to the latest iOS version to ensure they remain protected,” it said. MCMC said devices that were not updated could be exposed to security risks, including unauthorised access to device data and personal information; installation of spyware or malicious software; theft of messages, files, or other sensitive data; as well as possible monitoring or surveillance of the device. The commission strongly advised users to enable automatic updates, avoid visiting suspicious websites, only install applications from the official Apple App Store, restart their devices after updating and remain alert to any unusual behaviour. MCMC added that the public should practise safe digital habits and rely only on information from official sources.
