KUALA LUMPUR, September 8 2026, DAP wants two crucial reform agendas that require Federal Constitution amendments – namely the separation of powers between the Attorney General and the Public Prosecutor, and a term limit for the Prime Minister – to be debated and decided upon in Parliament during the upcoming October session.
DAP Secretary-General Anthony Loke said in a statement today that this stance was decided by the party’s Central Executive Committee (CEC) during its meeting yesterday, which was the party’s first CEC meeting following the DAP National Conference on Aug 16.
The Constitution (Amendment) (No. 2) Bill 2026 to separate the roles of the Attorney General and the Public Prosecutor aims to provide for the appointment of a Public Prosecutor in line with the separation of the Public Prosecutor’s role from the Attorney General.
It also aims to provide safeguarding provisions for the Public Prosecutor and amend related matters in accordance with that separation of roles.
Meanwhile, the Bill to limit the Prime Minister’s tenure aims, among other things, to restrict the office of the Prime Minister to a maximum of 10 years.
Loke said the CEC meeting also discussed the outcome of the National Conference regarding the motion passed by delegates to mandate the party leadership for DAP to remain in the MADANI Government until the end of the 15th Parliament term.
“The CEC respects the decision made by the delegates and is determined to carry out that mandate with full responsibility. DAP will continue striving to ensure that various reform agendas can be implemented,” he said.
Additionally, he stated that the CEC has resolved to ask the Penang State Government to enact a Constituency Development Fund (CDF) Enactment to ensure development allocations are distributed fairly and equally to all State Assemblymen (ADUN) regardless of political party.
He noted that the CEC believes this principle of fairness should similarly be extended to the Federal level and all other state governments.
Loke added that the CEC meeting also discussed preparations for the Melaka and Sarawak State Elections (PRN), including efforts to defend all seats currently held by DAP and to identify potential seats to contest.
