Kremlin aide Yuri Ushakov discusses ongoing talks on US sanctions against Russia's investment fund.

US and Russia Discuss Lifting Sanctions on Investment Fund

MOSCOW, 29 October 2026 – Russian and US officials are discussing the possible removal of American sanctions on Russia’s main state-backed investment fund, according to a Kremlin aide.

Yuri Ushakov, a foreign policy aide to Russian President Vladimir Putin, said the discussions with the administration of US President Donald Trump had been ongoing for some time.

However, he said the outcome remained uncertain.

Russian Envoy Leads Discussions

Ushakov said Kirill Dmitriev, head of the Russian Direct Investment Fund (RDIF), was actively involved in efforts to lift the sanctions.

Dmitriev also serves as a Russian presidential envoy and has been involved in economic discussions between Moscow and Washington.

Ushakov said the talks were continuing, although he could not confirm whether the US would agree to remove the restrictions.

The New York Times previously reported that the Trump administration was considering lifting the sanctions.

Talks Follow Changes to Russian Fuel Sanctions

The discussions come as Washington has made changes to some restrictions affecting Russian energy supplies.

Earlier in October, Trump announced a temporary easing of sanctions on Russian fuel to allow diesel supplies to reach US and global markets.

Russian Deputy Prime Minister Alexander Novak also said a fourth tanker carrying diesel was expected to depart.

These developments have added to wider discussions about economic cooperation between the two countries.

Final Decision Remains Unclear

The possible removal of sanctions on the RDIF remains under discussion. No final decision has been announced.

The talks concern restrictions imposed on Russia following its invasion of Ukraine in February 2022.

Any change to the sanctions could affect the fund’s ability to pursue international investment activities. However, the outcome will depend on the US administration’s decision.
