MELAKA, June 4 -- The Melaka Historic City Council (MBMB) is upgrading the lift facilities in three apartments within the Banda Hilir state constituency here, involving an allocation of more than RM1.8 million. Mayor Datuk Shadan Othman said the three apartments are Pangsapuri Laksamana Cheng Ho, Pangsapuri Laksamana Satu and Pangsapuri Sembilan Tingkat. "Lift upgrading works in each apartment is about RM600,000, and so far, two of the apartments, namely Pangsapuri Laksamana Cheng Ho and Pangsapuri Laksamana Satu, have been upgraded, while Pangsapuri Sembilan Tingkat is still in the implementation process. "The upgrading works on the lifts should be the responsibility of the Joint Management Body (JMB) or the Management Corporation (MC), but this project was carried out via an MBMB initiative, with funding provided by the Ministry of Housing and Local Government (KPKT)," he said to reporters here today. He said this after the Completion Ceremony of the Upgrading Project for the Facilities of Pangsapuri Laksamana Cheng Ho and Pangsapuri Laksamana Satu in conjunction with the Wakil Rakyat Untuk Rakyat (WRUR) Programme for the Banda Hilir state constituency. The event was also attended by Banda Hilir assemblyman Leng Chau Yen. Shadan said the upgrading works for the facilities were carried out because the existing lifts were over 30 years old and often malfunctioned, making it difficult for residents, especially the elderly, to go up and down. Meanwhile, he said many apartments under the MBMB administration can be categorised as dilapidated and need to be upgraded in various aspects of the facilities. "We will refine the matter to ensure that the facilities in the apartment can be upgraded or repaired for the comfort, safety and well-being of the residents," he said. Meanwhile, Leng, who is also Melaka deputy exco for Women, Family and Community Development said that an act, policy, or system involving the provision of a special budget needs to be established to improve facilities in all apartments that require it. She said, for example, in the Banda Hilir state constituency, many apartments are over 30 years old and require various facility improvements, including lifts, because most of the residents of these buildings are elderly and their mobility is quite difficult if the facilities are damaged. “Lifts are important facilities that need to be prioritised and require regular maintenance to ensure they are always safe to use and do not burden or inconvenience residents, especially those living on the upper floors," she added. -- BERNAMA

KUALA LUMPUR, June 4 -- Prime Minister Datuk Seri Anwar Ibrahim has stressed that the pursuit of knowledge and the strengthening of moral values must remain the foundation of efforts to build a MADANI nation, particularly at a time when nations around the world are racing to embrace technological advancements. He said a country's progress should not be measured solely by technological achievements and physical development, but must also be guided by faith, ethics and human values. “We see countries across the world today competing to advance new technologies, including artificial intelligence (AI), but the core foundation must remain knowledge and moral values,” he said when speaking at the “Majlis Ilmu MADANI” event at the Al-Sultan Abdullah Mosque, Menara Merdeka 118, here tonight. Anwar said technological mastery and modern development cannot be separated from the need to cultivate faith, integrity and strong human values, as these elements are essential in ensuring that progress benefits society as a whole. He said Muslims once led the world through their commitment to knowledge, scholarship and civilisation-building, but gradually fell behind when that intellectual tradition was neglected. According to the prime minister, Islam had historically contributed significantly to the development of world civilisation and exerted influence across various regions through the rich legacy of knowledge and thought advanced by earlier Muslim scholars. The “Majlis Ilmu MADANI” programme, organised by the Malaysian Islamic Development Department (JAKIM), brought together members of the public from various backgrounds to participate in religious lectures and intellectual discourse. KUALA LUMPUR: The government has allocated funds totaling RM50 million through the PKS@BURSA Programme to assist 200 high-potential small and medium enterprises (SMEs) to prepare for listing on Bursa Malaysia by 2030. Minister of Entrepreneur and Cooperative Development (KUSKOP) Steven Sim Chee Keong said the programme, implemented through SME Corp Malaysia, aims to build a stronger channel to produce more companies that are ready to be listed in the future. He said through the initiative, eligible companies can take advantage of the SME Listing Fund which offers financing between RM2 million and RM5 million at a profit rate not exceeding five percent for a period of up to five years. "Companies that participate in PKS@BURSA are eligible to receive a rebate of up to 20 percent if they are successfully listed on Bursa Malaysia within five years." "This will help reduce the cost of listing preparations and encourage more high-potential SMEs to access the capital market," he told the media after launching the SME@Bursa programme and officiating the 'Road to IPO' initiative here, today. Sim said the financing can be used for working capital purposes, corporate financing needs as well as expenses related to public listing preparations, thus helping the company manage the costs involved in the listing process. He said PKS@BURSA was designed to address two major challenges faced by growing companies, namely the cost of listing preparation and the ability requirements to enter the capital market. The move thus provides a clearer path for SMEs with the potential to grow, expand operations and gain access to growth capital through Bursa Malaysia. “PKS@BURSA supports the government's aspirations under the 13th Malaysia Plan to strengthen the country's capital market ecosystem and expand access to growth financing for local enterprises. "Our goal is not just to produce more listed companies but to produce more companies that have the ability to be listed. PKS@BURSA is one of the paths to realizing that goal," he said. Sim said the programme not only provides financing, but also places emphasis on capacity building to help SMEs meet the governance and management requirements needed to enter the capital market. "The journey to this listing, they need (preparation in terms of) governance, management, which may be a challenge for smaller companies," he said. GEORGE TOWN: Penang will implement new water tariff rates for domestic and non-domestic consumers starting July 1 after its implementation was postponed for 12 months. State Transport, Infrastructure and Digital Committee chairman Zairil Khir Johari said the adjustment involved 82 percent of domestic consumers or households who use 35 cubic metres of water or less per month, with an increase of 8.5 sen or RM2.55 per month. "For the first usage range, which is the first 20,000 litres (20 cubic metres), the increase is only three sen, from 62 sen to 65 sen, while for usage of 20,000 litres to 35,000 litres (20 cubic metres to 35 cubic metres), the rate increases by 13 sen from RM1.17 to RM1.30." "However, the average calculation is made based on the use of the first 35 cubic metres because that is the benchmark commonly used in the tariff structure," he said at a press conference at Komtar, here, today. Zairil informed that despite the adjustment which saw the average domestic water rate for the first 35 cubic metres being RM0.93 per cubic metre, Penang is still the state with the cheapest water tariff. For non-domestic consumers, the average new tariff rate for the first 500 cubic metres per month is RM2.28 per cubic metre. He said the tariff adjustment was necessary to ensure sustainable water supply services and support continued investment in the development and maintenance of water infrastructure in the state. Meanwhile, Penang Water Supply Corporation (PBAPP) Chief Executive Officer Datuk K. Pathmanathan said the tariff adjustment did not involve houses of worship and welfare institutions, the shipping sector and other categories. He said for consumers with large households, they can apply for a rebate through the Family Friendly Rebate Scheme offered by PBAPP, which is a rebate of RM20 on every bi-monthly water bill for eligible households. On July 30 last year, the Federal Government gazetted new water rates for Penang as well as nine other states and the Federal Territory of Labuan, however, the State Executive Council has ordered PBAPP to delay the implementation of the new rates for a year until July 1, 2026. -- BERNAMA

PUTRAJAYA, June 4 -- The strategic collaboration between the Ministry of Transport (MOT) and the Ministry of Defence (MINDEF) in strengthening Technical and Vocational Education and Training (TVET) for members of the Malaysian Armed Forces has been described as a 'game changer', said Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi. He said the initiative could also open up more highly skilled job opportunities for this group after completing their service, especially in efforts to ensure that members and veterans of the Malaysian Armed Forces (ATM) have clearer career paths in the public sector and industry."Today we are witnessing a 'game changer' that I have dreamed of since I became Minister of Defence. "Not only to provide opportunities for veterans to venture into the field of transportation and logistics, but also to ensure they continue to be the quality workforce that the country needs," he said when speaking at the Strategic Cooperation Council between MOT and MINDEF for TVET Empowerment of ATM Members, here today. Also present were Transport Minister Anthony Loke and Defence Minister Datuk Seri Mohamed Khaled Nordin. As an initial step in implementing the collaboration, 3,208 job vacancies have been identified in the transportation sector covering the port, logistics, rail, public transport and land transport sub-sectors. Ahmad Zahid said the collaboration proved the effectiveness of a cross-ministerial approach that prioritised swift action rather than working separately or in silos. He said the proposal was presented by the Ex-Servicemen's Affairs Corporation (PERHEBAT) to the National TVET Council about three months ago, before being successfully realised in a short period of time. "We see that when we take an approach that does not work in silos, the results can be implemented immediately," he said. The initiative also reflects the MADANI Government's concern for military personnel who are about to retire, especially those who have completed short-term service and still have great potential to contribute to the national economy. He said PERHEBAT was also transforming by introducing courses that better meet the needs of the current industry compared to conventional courses that promised less return to participants. "... this is a commitment to translating the national agenda. It means the MADANI government's concern for all groups in society, especially those who are about to retire from military service," he said. Ahmad Zahid said the logistics sector, including aerospace maintenance, repair and overhaul (MRO), the maritime industry and various other service sectors, is in dire need of a workforce with high discipline and strong work ethics. He said ATM members and officers have these advantages as a result of their training and experience throughout their service, thus making them valuable assets to the industry. Meanwhile, Ahmad Zahid, who is also the Chairman of the National TVET Council, said the government would move towards TVET 2.0 by focusing on developing a high-impact and highly skilled workforce that meets market demand. He said RM7.9 billion has been allocated this year to train and coordinate 1,345 TVET institutions under 12 ministries. The coordination efforts are beginning to show results when the number of students participating in TVET institutions has increased to 497,000 compared to only 121,000 two years ago. -- BERNAMA

KUALA LUMPUR, June 4 -- Teenage girls involved in out-of-wedlock pregnancies will continue to receive support to ensure they return to school and sit for the Sijil Pelajaran Malaysia (SPM) examination, Education Minister Fadhlina Sidek said. She said these students must be given every opportunity to continue their education and avoid dropping out of the school system. “They should return to their studies after completing their confinement period. I am very firm on this matter. There can be no shortcuts in life because education is the key to breaking the cycle of violence and rebuilding one’s future. “The Ministry of Education (MOE) will usually assist these students in returning to school and ensure they are able to sit for the SPM without disruption to their education,” she said in a Facebook post. The minister stressed that teenage pregnancy should be addressed through a support-, protection- and education-based approach to safeguard the welfare of both mother and child. Fadhlina said that once a pregnancy is discovered, the teenager should be taken to the nearest health clinic or rural health centre to register for maternal healthcare and open a pregnancy health record or the “pink book”. “The priority must be the pregnancy and the health of the young girl. The younger the teenager, the greater the risks to both her pregnancy and her health. The government healthcare system is fully equipped and has the expertise to manage these cases,” she said. She also advised parents to lodge a police report and arrange counselling support immediately so that the teenager can share the full circumstances of the case, enabling appropriate follow-up action. With her post, the minister also shared a media report on a young mother who pleaded guilty to causing the death of her baby in Johor yesterday. She said the case was particularly distressing to her as a former activist involved in establishing Bayt Al-Rahmah, a shelter for girls facing out-of-wedlock pregnancies. Addressing the challenges faced by parents, including feelings of shame and anger, Fadhlina said institutions such as Bayt Al-Rahmah play an important role in providing a safe environment and protection for expectant mothers until childbirth. “The government also provides similar support services through the Social Welfare Department (JKM), which offers shelter and protection under government-run institutions,” she said. Fadhlina further highlighted that the post-partum period is a critical phase that may lead to depression or other mental health complications if adequate care is not provided. Comprehensive support, including healthcare, breastfeeding assistance and continuous counselling, she said, is essential to ensure young mothers do not face overwhelming stress. “There are many young girls out there who are frightened and worried about their pregnancies. What is far more important is that we adopt preventive and supportive approaches when seeking solutions to this social issue. “We can save the lives of both mothers and children by acting early, trusting the system rather than social stigma, and building strong support networks within our communities,” she added. -- BERNAMA

KUALA LUMPUR, June 4 -- The Rukun Negara remains a fundamental pillar of national unity and must be understood and embraced by all Malaysians, Deputy National Unity Minister Datuk Seri R. Yuneswaran said. He said that while the national ideology is taught in schools, parents also play a crucial role in educating and reminding their children about its principles to strengthen unity and national identity. “We have been taught about and memorised Rukun Negara since our school days. If anyone still does not understand it, I believe they have failed to appreciate the true spirit of Malaysia. “The five principles of Rukun Negara form the foundation for uniting our society. I believe all politicians should also learn, understand and appreciate the purpose behind the establishment of the Rukun Negara.” He said this to reporters after a courtesy visit to Malaysian National News Agency (Bernama) chairman Datuk Seri Wong Chun Wai at Wisma Bernama today. Yuneswaran was commenting on remarks by His Majesty Sultan Ibrahim, King of Malaysia, on Monday, urging Malaysians to uphold the spirit of the Rukun Negara and stressing that those unwilling to abide by its principles do not deserve to be called Malaysian citizens. His Majesty also reminded political leaders not to provoke sensitive issues involving race, religion and royalty (3R) ahead of the election season. Yuneswaran said political leaders must set a positive example by refraining from exploiting 3R issues for political gain. “Racial issues are often played up by certain parties when they are unable to counter facts with facts. If the government has made mistakes, there are proper channels to raise concerns, such as through media statements, rather than spreading falsehoods. “If the government is wrong, offer constructive views. Any government would be willing to listen. But when 3R issues are used to create tension or advance political interests, we strongly reject such actions,” he said. He added that Malaysians are now more politically mature and assess leaders based on their service, performance and ability to unite communities rather than on racial or religious rhetoric. Meanwhile, Yuneswaran said his visit to Bernama was aimed at strengthening ties with the agency’s senior management and enhancing cooperation in disseminating information related to national unity. ISKANDAR PUTERI: The Johor State Government has spent more than RM66 million to strengthen the state's public health sector during its four-year administration. Johor Menteri Besar Datuk Onn Hafiz Ghazi said the allocation was channeled to ensure the welfare and health of approximately four million people in the state continue to be maintained. He said the state government cannot remain silent and must always emphasize public health issues because they involve the lives of the people. "If we follow the old method, the state government would not need to spend more than RM66 million for the Johor State Health Department (JKNJ), but when the lives of almost four million Johor residents are involved, we cannot turn a blind eye and turn a deaf ear." "That's why I have never hesitated to go to the field to strengthen JKNJ and I will continue to pay attention to the state's public health sector," he said. He said this when speaking at the opening of the Johor State-Level Nurses' Day Celebration here today, which was also attended by Johor Health Director Dr Mohtar Pungut. Onn Hafiz said the state government would also continue to help find solutions to the issue of health workforce shortages, especially involving nurses and doctors in Johor. "In Johor, we know there is a shortage of nurses and doctors. We will work together to find the best method to ensure that these vacancies can be filled immediately," he said. At the same event, Onn Hafiz also announced an allocation of RM500,000 to nurses throughout Johor as a token of appreciation for their services and sacrifices, in addition to RM100,000 to medical assistants in the state. He said the move was part of the state government's ongoing efforts to strengthen appreciation for health workers by increasing allocations to nurses and medical assistants in recognition of their contributions to the health sector. PUTRAJAYA: The Ministry of Rural and Regional Development (KKDW) needs to shift from a culture of mere process compliance to a work culture based on impact and accountability to ensure that every policy and programme truly brings change to rural people, said Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi. He, who is also the Minister of Rural and Regional Development, said KKDW cannot just be an organization that complies with processes and governance, but must instead be responsible for outcomes that directly impact the well-being of the people. "We must move from a culture of compliance to a culture of impact . From a culture of activity to a culture of accountability . This is the new discipline that I want and we all want to implement at KKDW," he said when speaking at the KKDW monthly gathering, here today. Ahmad Zahid said the people do not judge the government based on the number of meetings or presentations held, but rather through the ability of the government's policies and actions to change their lives. He also urged all KKDW leadership and staff to act faster, be brave in making decisions and honestly assess the organization's weaknesses, as well as be closer to the people to address rural development issues. Therefore, he asked the Secretary-General (KSU) and the ministry's deputy KSUs, directors-general and headmasters to make this mid-term review a turning point with each finding translated into clear decisions and effective implementation. "Every decision must have a timeline between us or the responsible party and every responsibility must lead to actions that we can all work towards. The biggest weakness of an organization is not when it admits it has a problem but when it knows about the problem but does not dare to act," he said. He also outlined six main disciplines that should form the basis of the mid-term review of the KKDW, namely relevance, effectiveness, efficiency, impact, sustainability and coherence. Ahmad Zahid said rural development can no longer be seen as a mere welfare agenda, but rather must be considered as a national defence agenda that is important to guarantee national stability. "If the villages are weak, the country will be fragile. If the villages lag behind, the country will lose balance. But if the villages develop, God willing, Malaysia will have a strong foundation to face any challenges ahead," he said. Ahmad Zahid said KKDW needed to move with new disciplines that would have a major impact on the people as well as speed up the implementation of development programmes and projects. He said that although the country's economy continued to show resilience with economic growth remaining positive, the main question was whether the development implemented was truly benefiting the rural people. Giving the example of the construction of the 1,800-kilometre Rural Link Road (JPD) under the 12th Malaysia Plan (12MP), Ahmad Zahid said the project opened up access to education, health, the economy and job opportunities for rural communities. He said the national rural economic agenda needs to be seen as a comprehensive ecosystem that connects infrastructure development, entrepreneurship, education, training and employment opportunities. Meanwhile, Ahmad Zahid praised the initiatives of several agencies under KKDW including the Central Terengganu Development Authority (KETENGAH) which implemented the KETENGAH Food Valley project, commercial pineapple plantations, broiler farming, in addition to the development of the first coffee plantation area in Kelantan by the South Kelantan Development Authority (KESEDAR) as well as the KEDA Food Valley project developed by the Kedah Regional Development Authority (KEDA). He also expressed his appreciation to the Orang Asli Development Department (JAKOA) following the increase in the enrollment of Orang Asli students into institutions of higher learning (IPT) and the Master's Education Preparation Plan (RPPS), which was described as the highest in the community's educational history. He said early education institutions such as Child Guidance Centres (TABIKA), Child Care Centres (TASKA), Smart Pre-Tahfiz, Smart Classroom and Special Early Childhood Centres under the Community Development Department (KEMAS) also play an important role in building a rural generation that is knowledgeable, technologically literate and confident. -- BERNAMA
